Download anything above 20 Mb need wifi.please help

This is not a problem - there is no solution. This is a Microsoft policy being imposed at the moment to help prevent unwanted data charges (and battery drain). Only when Microsoft decides to lift this limitation that +20MB app downloads will be possible over data.
