Surface 3 turns up but I have no more response (w/ Pictures)

Hello guys.

I turned my Surface 3 (not the Pro) some days ago, but how upset I got to see it stopped working, as you can see in the pictures. Have anybody ever had a similar problem? I suspect it's the LCD who stopped working somehow. Don't know if the picture is clear enough, but when I turn it on, some "lines" can be seen crossing from up to down the screen, and I get no response.

Also, I just can't send it to any service centers 'cause I live in Brazil, and we have no authorized service centers in my country.

What do you guys think it can be?

have you tried holding the power button down for at least 30 seconds? Wait maybe 5-10 mins... longer if you don't mind. Then try to turn it on?

I've never seen that kind of white screen before, but I do know previously that I had both my surface 3 and surface pro 3 stuck in some kinda state that needed special way of restarting unless you have a way to battery pull
