Surface Pro 4 Pen won't bring up circle icon

Hi! About a month ago, my SP4 pen stopped bringing up the circle icon / drop down menu. I can no longer copy/paste, open an internet page in a new window...Its paired properly (deleted/paired it again), checked my updates, checked the drivers. Has anyone else experienced this?
