Switching between 4k and 1080p

I have to switch between 4k and 1080p for when I'm playing games, watching videos, or coding.

Every time I do this my icons get all messed up. I set up my icons so I know where every single one is where I expect it to be.

Is there any way I can fix this, to make it smaller (which I found using small icons doesn't work.) Also, my icons are set up to work in 4k.

I really hope I can get at least some help with this..

You could try fences by Stardock to see if that locks down the icons during the resolution changes. The other options you have is to run things in a virtual environment or tweak the settings for the games (also have a look in your GPU's control panel) so that they only scale to 1080p resolutions for the IDE and games.

Beyond that there is not much you can do as you are effectively changing the entire resolution for the entire screen.

Also I'm curious why don't you want to watch videos in 4K?

Sort of defeats the purpose of using a 4K display if all you're doing is adjusting the size of icons...

Are you using the 4K display and playing games in 1080? Curious as to why, unless your GPU can't handle it?
