Tablet mode on desktop without touch display

Finally my laptop performed the upgrade yesterday evening with windows update. Everything works fine but one thing I notices is that the tablet mode switch in the action center is disabled. Is this the normal behavior on devices without touch screen? In my hyper v installation of the IP builds the toggle was always active.
