Text messages read to you?

Ok, so when I connect my phone to Bluetooth in my vehicle and I get a text, the WP voice gives me the option of having the message read to me or to just ignore it. From there I can reply or call the person. Does this only activate while you're connected to Bluetooth?

There are options/combos for bluetooth, handset and wired headset for speech-to-text in the Options-Settings menu as Dagolara mentioned.
