The reason for the phone application on Windows 10?

I'm sure some of you have noticed but there's a phone application pre-installed on Windows 10. And I am talking about Windows 10, not Windows 10 mobile.

So my question is if ever there's a cellular modem and a valid SIM card installed on a Windows 10 powered device that can be used to send and receive calls... would this somehow work? I presume so or else I don't see the whole point of this application.

I started questioning this ever since that article about the Portable Console for PC Games last week.

Except that, it doesn't work? The screenshot I provided doesn't show me a way to add or speak to someone.
Except that it does. You must not have Skype contact details in your Windows 10 address book. Add Skype contact details to your Windows 10 People address book and they'll populate the list of people you can call.

Strange doesn't allow me to add the skype account name in contacts. But besides that there has to be more to this application then just that.
