I'm leaning on this actually... It's more than one hour, yet not many, and it'll be 3am Redmond time (11am GMT), same release time as GDR3... Plus in theory, the servers won't get battered as much with most of the US being asleep...

Could you please provide a source?
I have been using additional bing services like scout, music, etc. simply by keeping the region US while language and speech are still English (India). Cortana should work that way too, IMO.
