There is not sign of update named kb3035583 in windows update,what to do?

i have windows 8.1 genuine laptop. i already have installed all the updates, even kb2976978 , too. but still there is not showing update kb3035583 in windows update. without this update get windows icon is not gonna appear and hence i am won't be able to reserve my free copy of windows 10.
how am i suppose to get this update? does anyone know?
