Looking at the Microsoft page, it's interesting how little they emphasize the iris scanner for Windows Hello. You'd think that would be a nice selling point. Guess it doesn't really work yet?
 
Regardless of what it can physically do, I'm pretty sure its a matter of Verizon actually allowing it on its network.
 
verizon will allow any phone as long as it has the cdma antenna in it, or as long as its not a prepaid.. which the 950's do.

Given the past history with Verizon and the whole Icon debacle, I don't see MS releasing a flagship on Verizon (unless they build a carrier exclusive variant)

and the 1/2.4" 20mp sensor....sounds like the tashiba one in HTC M9, it also didn't get PDAF on board....sigh
