Should Microsoft release a 1530 with WP8.1 or wait until Windows 10 and release a 1540?

Wouldn't it still be the 1530 even if MS waited to release it with Windows 10?
I'd like to see MS cleaning up their product line (way too many phones, just make 3-4 tiers) and releasing them in a set cycle (like Apple).

But for the sake of the question: 1530 with Win8.1 because MS can't afford to hold back phones and wait too long. New Android phones are released almost every day and everyone knows when new iPhones are released but with WP....you never know until a few weeks ahead. MS is not sharing enough and not detailed enough (oh, yeah, we're going to release [WP device or update] some time during this year). The naming is already good (like with GPUs for PCs), everyone knows that e.g. the 930 is the successor of the 920, keep it that way. But a kinda set timetable for new releases would be nice.
But I digress....
