Not exactly that, but I signed in with my MS account, and it said the error message. Also, there's a nonexistent requirement page.

Nobody has any builds available yet. Windows 10 preview for phones won't be available until February 2015. Phone Insider app for Windows 10 Preview updated, renamed to Windows Insider | Windows Central
