tThe close down and restart app has disappeared from my laptop. How can I get it back?

After closing an app, I cannot find the panel where I can chose to close my computer. It has just disappeared from my screen.

Which version of Windows do you use?

I've never had the whole menu disappear, although whilst messing around with W10, I did notice that when in tablet mode the main start menu disappeared.
