TV stuttering NXOE

Well, I had my USB tuner up and die on me last weekend. As part of my troubleshooting, I reset my Xbox one and replaced my tuner with a new one. I haven't had any stutter in the last couple of days.

Factory reset?
I was thinking of trying that. I don't have much time. Friday I might be able to do this. If I don't have to help the wife with the kids in the evening, I might do this.

Off topic: can you transfer games from 1 account to another?
I bought my Xbox One used from my brother-in-law and his account is still there and I still have his games. He joined the airforce and he left a few games installed.

So finally found that quitting other apps (speciffically Netflix and Youtube) fixes the problem every time.
