Two questions

First question and I tried searching for an answer but didn't find one. Is it possible to put desktop mode or shortcut back on the main screen?

Second question what is the best app to annonate PDFs? All I really need is a good app to highlight with and write a few comments. Just to study PDFs with.

On android I used ezpdf and on my iPad I used good reader. Anything like that for the surface 2?

There should be a Desktop link in the all apps section (swipe down from start screen). Pin it like any other app.

For PDF annotation, I've seen Drawboard PDF mentioned a lot.

First question is already answered above
As far as highlighting and adding notes is concerned, the default reader app does it nicely
Select your text that you need to highlight
long touch on the selected text
you can add note or highlight
hope that's all you want.
