uBlock ad blocker for Edge - Some help needed

According to THIS article, after the zip download and extraction, with about:flags I should be able to toggle Enable extension developer features. This option does not exist in my Edge. Anyone else have this problem and is there a solution? Thanks.

Not sure. I use AdBlock extension.
