Unable to get Windows 10 Creators Update on Lumia 640XL even now

I am unable to get the Windows 10 Mobile Creators update on my Lumia 640XL running Windows 10 Mobile 10.0.14393.1066. My region is set to India and I am a production ring user.

I'm on a 640XL, on Release Preview, previously on Fast Ring so started from 15063.2. I updated to 15063.251 last night. No problems.

If you are an insider on release preview, yes, you should get the update.
The 640 and 640xl are on the list. They should get it without the insider program.
