Unable to Rollback from W10 to W8.1. Lumia 640 LTE AT&T

Unable to rollback W10 to W8.1, used WDRT, it restarts the phone several times then boots normally.

Any idea to resolve this issue ?

Hmm, just a question. Are you hard resetting your 640 before trying to roll back to 8.1 or are you are just connecting it and seeing what happens with the WDRT?
