Unlocked Nokia Icon w/ AT&T - No Internet, no MMS

Hey guys! I have an unlocked Nokia Icon running WP8.1 with my AT&T SIM. I can make calls and all that, and the WiFi works great, but I cannot send MMS text messages or use the Internet over the cellular network. I've seen some attempts at helping people thru this, but my WP8.1 phone doesn't even have the Internet/MMS configuration options under the "Cellular" settings.

Anyone know if I'm gonna be able to make this work, or is it just a pipe dream for now?

Did that, followed the steps here: AT&T Internet and MMS settings for Windows Phone 8 | UnlockandRepair – We Unlock all the major carriers – Samsung, HTC, Blackberry and More

But I still don't seem to have Internet access over my cellular connection, only on WiFi. Again I'm running WP8.1... any idea what could be up? It's gotta be something simple and I'm just not seeing it...
