Hey i am not on developer and the update is shown available but it is showing up to date when wp8.1 update will be available?

Are you on WP 8. Even if you turned off developer preview, you have to revert to WP 8 before checking for the update.

Update extra+info...if u r not see this on store,download "sysapp pusher" and then have it. After updating this u got 2 phone updates which leads u to 8.1 update.
I am L620 user(India) and updated my phone successfully yesterday
