Update without carrier?

All the carriers don't support windows phone and no plan to do it.
Because people love only android and MS gave up market in my country. .:angry::angry::angry:
Is it possible to upgrade os without carrier?
Or is it better to buy new windows phone from ebay or amazon?
I wish direct and clear answer from experts.

You can update over Wi-Fi as long as you have your device connected to a valid Microsoft Account.
