Updates running behind

My Lumia 640 XL is running version 10586.36 and when I tell it to check for updates it says this is the latest update.

I am on the Fast Ring.

But I see by the banner at the top of the forum screen that version 10586.71 has been released and that was some days ago.

Yet my phone will not get it.

What is wrong?

I had to do a soft reset to even get it to try to get an update. As I posted earlier when I tapped to check for updates I would get a grey bar and nothing would happen. Had to soft reset to fix that and then I did get an update but can't get the latest one for some reason.

Open the Windows Insider Apps, then re-enroll to Insider Fast Ring, then restart, after restart check update again,... It's happened to my Lumia 640 XL too
