Updating without a carrier

Can I still update my phone to 8.1 without a carrier? I have a Lumia 920 & 1320. Right now, I'm using my 920 as my primary phone and plan to revert it back to the regular 8.0 for the official update. My 1320 has no sim card, so will I still be able to update it without a carrier? Thanks.

as far as I know you should be able too. I believe it's whenever the phone's country origin gets the update.

Things that matter:
What region/carrier the phone was bought from.
Having a Wi-Fi connection.

Things that don't:
Current carrier
not having service
color
etc.
