Use speech to announce caller ID

I saw this feature has been brought back to Windows 10 Mobile, "Use speech to announce caller ID" I enabled it but my 950 did not announce the name of the caller. Any help?

No response? I heard that this feature is restricted to certain countries/regions, or it needs a supported language pack to work. Is that true?
