Used 830 or new 650

I own a 512 MB Lumia 635 which is not getting the Windows 10 upgrade. I'm torn between getting a used Lumia 830 for about $120 CAD or a new 650 for $200 CAD.

just make sure the 830 isn't in horrible condition and you're golden.

Get the 830 (as long as it's in great condition). I'm using one right now and it's a really great device. I guess the only reason to get the 650 is if you like taking selfies that much.
