Used Phone info retained from previous owner?

Ok so about a month ago, I purchased a used Samsung ativ s, I did 3 factory restores on the first day (one to reset, 2 to get the location tracking working), a few minutes ago I installed an app name wnm live . after I launched the app, it auto populated the fields and signed into an account. looking at the info, the account belonged to the previous owner of the phone, his email was filled out and his conversations etc. So my question is how? could this app retain imei's and restore based on the imei? or is there something more to this?

The app was designed to perform that way perhaps, there should be an option within the app to remove previous owner data?
Its nosy to see someone elses sh*t in your phone heh!

I emailed the dev last week asking the same question but I have yet to receive a reply.

The developer must have tied the account to the device's unique id. This is a good example of why not to do this.
