Why are apps called UWP if they are only for PC windows 10. Isn't UWP supposed to be both mobile and pc?

A UWP app can run on any Windows 10-based device but that doesn't mean it has to be available for all of them. It's up to the developer whether he wants the app to be available only on the PC or mobile or all the form factors.
