May be we should select insider ring from settings not from windows insider app. Goto settings>update and security>windows insider program.

It's a bug. Report it via the feedback app.

The only way I've been able to get new builds is to start clean via WDRT, then the Upgrade Advisor app to get W10M, then the Insider App (choose fast or slow), then let it update.

I've been diagnosing this issue for the last few months now. Again the only way to get the newer builds is what I posted above.

But I just found another interesting bug. Got the latest build (14361.0 via the reset method) and the store app won't auto update the pre-installed default OS apps. Even after resetting the phone and trying to restore from a previous backup, or "start fresh". I have to go through all the apps installed, start them, and they say they need to be updated, which takes you to the Store app, then I have to wait for the screen to fully load (slow) and select Update.

I just reported it via the Feedback app (which had to be updated before I could do so).
