Sure. You can trasfer them direct via bluetooth after pairing devices, or via NFC if both device got it.
Elsewhere there's some free store app from sharing via wifi when phones are connected to same network

Depends what device is running Windows, and what device is running Android, and the ports they have available. Many, many possibilities. Is it a phone or a tablet or a full PC? Can you use a flash stick? Network transfer? Bluetooth? Perhaps a simple USB lead to connect the devices (such as Android phone to Windows tablet, laptop or desktop PC)? NAS? One Drive? Depends what you have, where your devices are (distance apart) and what you want to do.
