Virtual Keyboard on SP3

Is there a way to set the virtual keyboard when not connected to keyboard cover to automatically pop up when clicking into a text area on website or in any text area? currently I have to being it up manually each time I want to type. On iPad and Android tablets it does it automatically .

It should be bringing up the keyboard by default in the modern environment.

However it generally isn't in the desktop.

It does if you are in the Modern UI and in Office 2013 SP1 (with some inconsistencies) on the desktop. The On Screen Keyboard and Ink API was completely revamp for Windows 8.x, so legacy based Win32 Applications would need to be updated to the new API.
