Can I enable VoLTE on my RM-1075-1004 Microsoft Lumia 640 LTE Dual SIM by choosing the Developers Mode available in Settings>Update & Security>For developers ?

If I'm not mistaken, your carrier has to be able to support VoLTE for that phone.
