Update:
Rebooted at 2:06 PM Eastern time, followed by spinning gears.
Rebooted again at 2:22 PM, and now have 'We're Getting There... migrating data (Step 2 of 21).'
2:35 PM, Lock screen came up and got the notification 'Updates were installed'.

First notes:
Once again, People Groups I had pinned to start are gone. Have to re-pin them again. Everything else looks good. Going to check the store for updates.
Only Metro File Manager so far. However, several apps in my app list say 'Pending'.

My Lumia 635 is updating now. I didn't do anything. I have been in the insider preview since beginning in winter 2015.
I have a 512 ram Lumia 635 on Sprint in USA.

Well my ATT 830 did not have the screen blinking bug before this update. It does now. Guess the figured out they missed me.

If you can impersonate an appropriate phone you can use Upgrade Advisor.
