W10M backup restore says can't connect service after safety code check on Lumia 950

I have an issue when trying to restore backup after factory reset on my Lumia 950. I just receive error message which says can't connect to service. The error message is in Finnish so in English it might be somewhat different, but I think message is clear anyhow. Restore goes to about 20%, but after checking the safety code this error appears. I have tried WLAN both at work and at home and also mobile data. Any ideas how to solve this or is there just something broken at Microsoft?

it sounds like a local server side iussue.... wait one hour and retry

I waited 3 days now, like I say. If I restore another backup of another account to the same phone, on the same wifi, it succeed.
and a lot of people have this problem.
