I would go to lock screen and ensure you have photo selected as your background.

Thanks. I found a way after sometime. When I select a photo the option to resize the image wont appear before then i shut my phone down 3 times before it worked. Actually I have been experiencing a lot of "bugs" since the amber update. Maybe that's one of them. Thanks again.
