No. All Windows Phone 8.1 devices will have the option of three columns of tiles.

In 2013, we added a third column on devices for 5-inch screen or larger devices, like the Lumia 1520, to enable more stuff to show up on the screen. People really liked this so we are enabling this on all screen sizes in Windows Phone 8.1.

And to all those who say it depends on the resolution, since the first appearance of the 3rd column (GDR3) the possibility was there for every resolution (present in a registry key), but only got enabled for 5" and above. For MS, it's no more work than making a settings panel which can trigger this key now.
