With App Studio you can create Apps for both Windows 8.1 and Windows Phone 8.1 at the same time in one user interface. After creating you App you can deploy it to Windows Phone 8.1 (in preview right now); to your desktop or you can display it using Visual Studio 2013 Express for Windows with Update 2 RC.
