Your account has been locked probably because you violated one of their terms. You should ask them since none of us work there.

SnapChat disallowed any 3rd party Apps after one caused a major security breach of private user data.

Only official SnapChat Apps are allowed now and they don't have one on Windows Phone.

Continual attempts to use SnapChat with a non-official App gets your account permanently locked out with no appeal.
