I have posted my question on Microsoft communities, "what does error code 80073cfb mean or is indicating" get answers for work around the broken system but never a answer to what error code 80073cfb is, I think we will discover a unicorn first.

I got around it by clicking on the "response notes" and reading that and then continuing. It seem that they just want you to know of an apps potential for danger. I'm not sure, but it works.

Teresa Gardner, that doesn't make sense though cause if that was the case it would do this with every single app or app update, and that isn't the case. I think what happened for you was more a getting lucky thing than an actual fix.
