What happened to Cortana after phone reset?

Cortana after phone reset

After my phone was updated to Win 8.1, I changed the region to US and was able to use Cortana. (I live in Canada). It's a long story but due to a problem, I had to reset my phone using the Nokia Software Recovery tool. The phone is working again but Cortana doesn't seem to exist on the phone. I go to "Settings" and slide right to Apps and it is not shown.

After the reset, my phone shows Win Phone 8.1 Version 8.10.12393.890.

I have the region set to US and I tried language set at US (English) as well as Match region. Neither seems to activate Cortana.

Have I missed something?

Make sure other settings such as speech are set to English US and such.

I had adjusted the language setting to English (US) but I didn't press the reset icon on that setting page. Instead, I went on to do other things on the phone and reset later buy turning off the phone and back on later. Apparently this didn't change the keyboard setting. After changing the language to English (US) and deleting English (Canada) and immediately pressing reset, Cortana is back and working,
