What happens to the DNS of Windows Phone 8.1?

On my home wifi router, I modified DNS resoltuion logic to block a few websites that are unsuitable for kids. But with the upgrade of Windows Phone 8.1, the kids can still access those website from their Windows Phone 8.1 regardless of the DNS resolution result from the DNS provided via the router. Anybody know anything we can do here? Does Windows Phone 8.1 go to cellular to fetch the DNS resolution even if u have wifi connection?

It tries to get the data from the cellular network if it's unreachable from wifi. It was the standard behavior even with 8.0 according to my experience, with name resolution. You can block URLs as a workaround in your router
