What happens when I roll back to 8.1 from Windows 10 tech. preview (for phone)?

rolling back to 8.1 from windows 10 tech. preview (for phone)

if i start the process of rolling back to 8.1 and if the internet connectivity of my laptop stops then what happens??

Basically nothing. Before the actual roll back process starts the firmware you need is downloaded on your pc. And during the roll back process with the Software Recovery Tool no internet is needed.
