What is best process to set up new phone?

I just received my three ne Lumia 650's from cricket wireless. I am coming from sprint and Lumia 635.
Should I set up phones without sim cards or put in sim cards first than set up?
Not sure if they have current firmware or not and if that makes a difference.

I don't think SIM or no SIM makes ANY difference. As for current firmware or not, it doesn't matter. You'll still update them at some point.

I agree with Xandros. I usually set up with the SIM because it allows for the MMS and APN to be set up together with the phone.

Thank you. I set up one of them with my ms account but no sim installed.
I then put in my active sim from another phone. I can make calls and data works but speed is slow. Settings say no apn for Lte and my phone number is blank.

I checked the update again, it had updated to .321 earlier.
Now it says win phone 8.1 is ready to be downloaded to ensure voicemail opperation when I plug in.

What would cause a win 10 phone to download 8.1?

do I have to hard reset and wait to put the sim in that I ordered with phone after I activate it?
