What is Cyan?

First of all, is Cyan the "Official 8.1" update? And secondly, does it come with any new features not seen in Developer Preview?...Like lock screen, or anything else.

Microsoft likes to name the firmware update with colors:
Amber then Black now Cyan.

No if you are using windows phone 8.1 DP you have the official final release of windows phone 8.1. Cyan is a firmware update for all Lumia devices (windows phone 8) to further enhance and optimize the phone. It contains new image algorithms , under the hood tweaks , improved battery life , Bluetooth LE and much more. Also note that if you are using windows phone 8.0 on your Lumia device, you will get windows phone 8.1 OS update bundled with cyan firmware update.

just a little bit correction: -
Amber, Black, Cyan are the firmware releases named by Nokia.
8, or 8.1 are OS versions of Windows Phone OS by Microsoft.
thus, u will find 8.1 update in other phone makers also like HTC and Samsung, etc.
but Cyan is an update for Nokia Phones, where along with OS update to 8.1, certain other modifications and apps which are not from Microsoft but from Nokia shall be bundled.
(Note: - Nokia is now part of Microsoft, but still there is a difference between Cyan release and OS update).
