What is difference between dev.windowphone.com and appstudio.windowphone.com

I create my developer account through dev.windowphone.com it charge around 20$. Somebody tell me that appstudio.windowphone.com take no charge. If u know anything please answer me.

You can dev unlock your phone with App Studio. What you can't do with App Studio is publish any app you may develop. That takes a developers account, which is where you pay the $20.

If you're only after the WP8.1 dev preview, use app studio.
