What makes 830 fail to launch in some country?

I desperately waiting for 830 in Indonesia, many user ask for it but it seems it would not coming at all. We have plenty of WP fans in Indonesia. And it's a flagship phone, what makes a flagship device not even coming to every country?
From what I know 830 also not available in some country like Cambodia, Laos, Kazakhstan, Macedonia, Russian Federation, Ukraine, etc.
And now 640 is coming, which is like cheap version of 830 and have lumia camera 5 too, but still not as good as 830.

Lumia 640XL on MS online purchase would be your answer I think.

Not entirely sure of the answer to your question, but market research and what phones are already available in your country (such as those that may be similar to one MS decides not to launch there) probably have a lot to do with it.

Can't you import a Lumia 830 online?
