What version of OS should I be on?

All, I remember reading about .29, .36 and now .71 of OS updates.

I am TMO and I have .29....Check for updates seems to say I am up to date. I am not an insider...

Am I on the correct version?

Yes, that's the official version. Other updates are for insider preview. When the bugs are fixed and polished they should arrive to non insiders as well.
