I wanted to say Visual Studio but yea, right-click to check it.

the problem is its a picture off my wife's computer that she took a screen shot. I don't have access to it. what is visual studio?

I have looked at all kinds of things app and program wise. no one seems to know. I have looked through the visual studio programs and apps but cant find that exact icon. this is windows 10 by the way. any help would be appreciated. thanks for the reply

Without some kind of access, it's difficult to say. This could even be a preloaded program, too.
