Same problem here. WHATSAPP ISN'T IN THE NOTIFICATIONS + ACTIONS MENU. Windows phone won't allow it to be there until ONE push message was received. BUT GUESS WHAT? WHATSAPP ISN'T RECEIVING PUSH NOTIFICATIONS.

Truly a catch-22. Well done, Windows Phone.
