From the Nokia support page pertaining to the error code. I have found other solutions that stated to hard reset your phone and to NOT restore from backup. I would advise attempting the account log in fix before the hard reset. It is possible the store can be down for your country at the moment and it takes a little time for it to be fixed unless you've had this problem for several days.
