Nobody knows except for Microsoft.

Reasons for the non-existence is because their Bing services totally cannot make it in Asia except for their very own US of A.

They are working on officially expanding Cortana to various markets.
Where and when? we don't know

there are workarounds though.

and Asia is a continent, they do availability by country.
